Pentahelix Synergy of Paiton Energy in Developing the 7 Lakes Ecotourism

Probolinggo, 8 November 2025 – Through a pentahelix synergy, the Probolinggo Regency Government, in collaboration with multiple stakeholders, is organizing the 7 Lakes Festival (Festival 7 Ranu) from November 7 to 16, 2025. The event aims to improve community welfare through local economic empowerment and to create a sustainable tourism ecosystem.

The 7 Lakes Festival is a flagship program of the Probolinggo Regency Government aimed at showcasing the beauty and richness of local wisdom across seven natural lakes: Ranu Segaran, Ranu Agung, Ranu Satsit, Ranu Klakah, Ranu Tunjung, Ranu Gedang, and Ranu Lamongan. The festival features a variety of cultural and artistic performances, nature, and adventure tourism activities, as well as sports tourism events, including the seven springs unification ceremony, dragon boat races, and glamping activities.

The Grand Opening of the 7 Lakes Festival was held at the Ranu Segaran area, Probolinggo Regency, East Java, on Saturday (8/11). The event was attended by Probolinggo Regent Muhammad Haris and representatives from multiple sectors, local government, private companies, academia, and media. From PT Paiton Energy – POMI as strategic partners, attendees included President Director of PT Paiton Energy Fazil Erwin Alfitri, Chief Financial Officer of PT Paiton Energy Bayu Widyanto, and President Director of PT POMI Sugiyanto.

One of the forms of support from Paiton Energy and POMI for the development of the 7 Lakes Ecotourism is the provision of environmentally friendly infrastructure in the form of FABA eco paving blocks, which are used in the festival area and surrounding ecotourism zones near the seven lakes.

Paiton Energy – POMI contributed by providing more than 160,000 units of FABA eco paving blocks out of a total of 350,000 units, covering an area of 8,140 m², along with 600 tons of FABA material used for the foundation and access roads leading to the festival area. These products were utilized in several villages surrounding the lake area, including Segaran, Tlogoargo, Andungsari, and Ranuagung villages.

Fly Ash and Bottom Ash (FABA) are the residual ashes from coal combustion in power generation processes at PLTU. According to Government Regulation No. 22 of 2021 on the Implementation of Environmental Protection and Management, FABA is classified as Non-Hazardous and Non-Toxic Waste (Non-B3) and can be reused as an environmentally friendly construction material, such as paving blocks, concrete bricks, interlocking bricks, soil compaction material, soil conditioner, and rural road concrete.

The FABA eco paving block products developed by Paiton Energy and POMI have passed quality testing at the Institut Teknologi Sepuluh Nopember (ITS) Surabaya Laboratory and meet a minimum strength class of K300, thus complying with construction quality standards. In addition to strengthening ecotourism infrastructure, the utilization of FABA also promotes circular economy opportunities, supports the production of local flagship products, and enhances the welfare of surrounding communities.

President Director of PT Paiton Energy, Fazil Erwin Alfitri, stated that the Company’s involvement in the 7 Lakes Ecotourism program is part of Paiton Energy’s commitment to building a green and sustainable economy in its operational areas. The Company believes that developing ecotourism rooted in natural potential and local wisdom can become a new economic driver for the people of Probolinggo.

“The utilization of FABA as a construction material is not merely an innovation in waste management, but a tangible action to support sustainable development and strengthen Indonesia’s future. We also aim to demonstrate that circular economy practices can go hand in hand with environmental conservation and community empowerment,” said Fazil Erwin Alfitri.

President Director of PT POMI, Sugiyanto, stated that the Company’s contribution to the 7 Lakes Festival represents a tangible form of multi-stakeholder synergy in realizing sustainable development.

“The Company sees great potential in cross-sector collaboration like this. The use of FABA-based infrastructure not only supports the readiness of tourism areas but also serves as an example of implementing green industry principles that can deliver direct benefits to the community,” said Sugiyanto.

In this regard, multi-stakeholder support, including private sector involvement through CSR programs, in organizing the 7 Lakes Festival Probolinggo plays a crucial role in promoting and elevating Probolinggo’s natural and cultural tourism potential to the national level.

In managing ESG, PT Paiton Energy employs the Pentahelix concept, a model of collaboration involving five key stakeholders: government, community, academia, business, and media. Paiton Energy’s ESG programs are consistently characterized by the involvement of these five elements.

PT Paiton Energy – POMI has implemented its CSR program since 2000. The program is designed on an annual basis and monitored by the Community Development Committee. The programs are divided into three focus areas: supporting the sustainability of companies (power plant), socio-economic sustainability, and energy and environmental sustainability.
